Man dressed as woman exposing himself to kids in T.O.

Caucasian male approaches young girls and lifts his skirt

Police are looking for a man accused of exposing himself to girls on three separate occasions at apartment complexes in Thousand Oaks and Newbury Park.

The incidents happened Aug. 1 at 5 p.m. in the 1900 block of Avenida de Los Arboles; Nov. 10 at 2:30 p.m. in the 100 block of Los Feliz Drive; and Dec. 2 at 4 p.m. in the 1100 block of Ramona Drive.

TOPD Detective Greg Tougas noted that the locations are “spread out” across the city.

The man, described by the children as a white male anywhere between 20 and 40 years old, was wearing a woman’s skirt or dress, women’s underwear and fishnet stockings.

No other suspect description was available.

The man started a conversation with the kids as he flashed them but did not act aggressively with the children, police said. One parent saw the man as he was leaving one of the buildings.

In a situation like this, Tougas said, “Kids should get away from the adult.”

The detective said his sexual assault unit gives all cases the same attention.

“(They all have) the potential to progress and become worse,” he said.

Reports of people exposing themselves are not uncommon, Tougas said.

“It happens a lot more than people think,” he said.

Anyone with information about these or similar incidents is asked to call the Thousand Oaks Police Department’s sexual assault unit at (805) 371-8397.
