An anonymous tip to Crime Stoppers led to the arrest of two Thousand Oaks residents suspected of selling heroin in Newbury Park.

“That happens a lot. People call with information, they get assigned a number and if the information leads to a conviction, they get reward money,” said Detective Eric Buschow of Ventura County Sheriff’s Department.

According to a police report, surveillance conducted after the Crime Stoppers tip revealed two people allegedly making a narcotics transaction.

The pair, Robert Rubio, 20, and a 16-year-old female were arrested without incident at a hotel in Newbury Park at 3 p.m. April 28. The Ventura County Sheriff’s Department East County narcotics street team and drug investigators from the Thousand Oaks Police Department made the arrests.

A small amount of heroin was seized during the capture, a police report said.

A laptop computer in the suspects’ vehicle, allegedly stolen from a residential burglary in Thousand Oaks, brought the two additional charges of possessing stolen property, according to a press release.

Rubio was booked into the East County Jail, and the 16-year-old girl was taken to Juvenile Hall. Both were arraigned in Ventura County Superior Court on April 30.

Rubio pleaded not guilty to three felonies: employment of a minor to sell or carry a narcotic, sale/transportation/offer to sell a controlled substance and possession for sale of a controlled substance. His next court date is set for May 18 in Ventura County Superior Court.

Juvenile court records are sealed.

Crime Stoppers will pay up to a $1,000 reward for information leading to the arrest and criminal complaint against the person responsible. The caller can remain anonymous. Call Crime Stoppers at 800-222-TIPS (8477).
