Suspect allegedly sabotaged mall radios

Suspect may have made threats and used profanity

According to security personnel at The Oaks mall, an unknown male voice was coming over their official radios, using profanity and threatening to jam their frequencies.

The incidents were reported to the Ventura County Sheriff's Department and the Federal Communications Commission, and after a crime report was filed the two agencies coordinated efforts that resulted in the arrest of Northridge resident Kevin William Bondy, 25.

An FCC agent and deputies located Bondy as he was allegedly making further demands to The Oaks mall security via their radio frequency.

The Ventura County district attorney's office filed a felony count of wiretapping and a misdemeanor count of annoying electronic communication against Bondy. The case is pending before the Ventura County Superior Court.

Investigators say on June 10 they seized several computers, highpower transmitters, transceivers, antennas, scanners and more than 100 hand-held radios as evidence after serving a search warrant at Bondy's home and at a locked storage facility he rented. An investigation to determine who owned the seized specialized equipment is ongoing, a police report said.

The searches took place in the 19000 block of Romar Street and 9000 block of Shirley Avenue in Northridge.

According to the police, FCC officials approximate the value of the equipment at $1 million.

Investigators said the seized property could have been used to completely shut down any public safety radio network, including law enforcement.
