Homeless woman causes a problem

I've lived in Westlake Village for 30 years, and it's alarming to see a homeless woman living on the bench on Village Glen and Townsgate Road, throwing her food into the street.

This has been going on for years; the bench can't be used by anybody because her junk is stored on it.

How is it legally possible for this to happen?

Where is law enforcement? Where is the City Council? Richard Thornton Westlake Village
