It's mind-boggling to watch the Thousand Oaks City Council and staff deliberately thwart the citizens' election results in favor of Home Depot's building on the old Kmart site.

The June 11 Thousand Oaks Acorn article didn't mention that an election was held and the people voted in favor of Home Depot.

The council is changing the rules after the game has been won and that's just not fair.
