Two public hearings on council agenda
The Thousand Oaks City Council has announced two public hearings scheduled for the Tues., June 23 meeting.
It's possible the council will modify requirements for issuing film permits during one of them.
Currently, there must be 100 percent approval by those within a 500foot radius of a film location. The application for a permit must be reviewed by police and possibly other city departments, depending on the filming plans. A fee of $145 a day is charged.
Critics of the ordinance, established in 1997, have said it's too strict. Others argue that the permit protects the quality of life along with property, peace and tranquility of the city. The city will also consider a general plan change that would allow construction of a 60-unit multifamily affordable housing project with five buildings, a community building and an underground parking facility.
The planning commission has recommended that the council approve a mitigated negative declaration and a change of the land use on the general plan from lowdensity residential, or two to 4.5 dwellings per acre, to mediumdensity residential, 4.6 to 15 dwellings per acre, for parcels on Los Feliz and Hillcrest drives.
If the council approves the proposal, five lots—2645 Los Feliz Drive and 2672, 2676, 2686, 2736 Hillcrest Drive—will be merged into one parcel. A requirement to underground existing overhead utility poles would be waived. Encroachment into the area of an oak tree would also be allowed.
As a part of the hearing for the plan change proposal, the redevelopment agency will consider partnering with and providing funding for Many Mansions so the affordable housing organization can develop the low-income housing project.
