T.O. Council spends federal grant money
The City Council has voted 5-0 to approve an estimated $673,288 community development block grant action plan for funds from the U.S. Department of Housing and Urban Development.
Councilmember Claudia Billde la Peña was the only member to vote against a controversial portion of the plan.
Billde la Peña said she disagreed with using $94,180 for day laborer purposes, believing those costs should be borne by other entities, not the city. The money goes for special code enforcement and site coordination by a city contractor at the 3120 Royal Oaks Drive site where people gather and wait for work.
Other money to be spent from the block grants from July 1 through June 30, 2010, include $286,543 for the Old Town West Master Plan. This plan was approved by the council in 2008 for street, sidewalk and drainage improvements to the area west of Hampshire Boulevard, east of Live Oak Street, north of the 101 Freeway and south of Thousand Oaks Boulevard.
Many Mansions will receive $46,915 to replace 15 air conditioning units at the 72-unit Bella Vista affordable housing complex at 2025 Los Feliz Drive.
Twenty percent of the community development grant will be used for administering the grants. Those costs include staffing, supplies, maintenance, advertising, public outreach meeting support and a Fair Housing counseling program.
Fifteen percent of the grant will be used to help fund local nonprofit providers of social services.
Women's Economic Ventures, a self-employment training and small business loan program, will get $10,000.
The actual amount the city will receive for the grants hasn't yet been released. City staff requested that the council authorize the city manager to make adjustments to the entitlement grants if the community development funding amount was different from expectations, but the council asked that changes return to them for review.
HUD requires an annual update of the city's five-year plan for the spending of community development block grant funds.
