Cops could write plenty of tickets on rainy days

I believe police officers are writing tickets to raise city revenue; otherwise, why don't they write citations when it's raining- - a very dangerous time?

In less than 10 miles, on Mon., Feb. 16, I counted 102 cars, no lights with windshield wipers on. I didn't see one patrol officer but came across one accident. Tracy Tuck Thousand Oaks

Editor's note: It's state law that when windshield wipers are activated, headlights should also be on.
