NEW LIAISON- Thousand Oaks Police Department Senior Dep. James DeSoto, standing, jokes with outgoing Neighborhood Watch police liaison Sgt. Joe Evans and local watch coordinators. The laughs came during a "Coffee With the Cops" event last week in Newbury Park. Since Evans will be taking a new position, DeSoto will become the new liaison.
