Incumbents reveal sources of their campaign cash

Did you ever wonder where all the money City Council candidates spend on their campaigns comes from?

With computer skills and patience, anyone who's interested can find out on the city's website, www.toaks.org.

The ".org" part is very important. Typing ".com" won't get you there. When the website comes up, choose "City Hall" on the top left and "Departments" from the list that appears. Choose "City Clerk" from the next list.

On the left side of the city clerk Web page, choose "Campaign Disclosures," then "Candidates/Committees." All of the candidates' names will be listed.

Only Mayor Jacqui Irwin and Councilmember Tom Glancy have Form 460 disclosure statements available.

As incumbents, they were allowed to start receiving funds earlier than new candidates for the City Council, so they had information to disclose.

The 460 form is required by state law. Candidates must list their full name, mailing address and ZIP code of contributors, along with how much that person or company has given. The maximum contribution is $350. Voters can see for themselves who's behind the candidate and—for the more cynical—to whom the candidate might feel obligated if he or she is elected.

Those looking at the disclosure statement might note that Glancy has received monetary contributions totaling $20,635. Forty-five donors list addresses outside of Thousand Oaks and 38 donors give Thousand Oaks addresses. Glancy loaned his campaign $5,150 and accepted $1,128 in non-monetary gifts.

At least five of the donors are dentists, like Glancy. Four are executives of Macerich in Santa Monica, the company that owns The Oaks mall. Some business owners in Thousand Oaks are also behind Glancy, along with retired citizens from law enforcement and the fire department. Homebuilders and auto dealers have also contributed.

Irwin's husband, Jon, made a donation to Glancy's campaign. Glancy's wife, Karen, donated to Irwin's campaign, as did Councilmember Dennis Gillette's wife, Terry. City Clerk emeritus Nancy Dillon and other former officials have donated to both campaigns.

Irwin has received $15,880 in monetary donations and given $10,120 in loans from herself to her campaign, according to her 460 disclosure. She's also accepted $1,275 in non-monetary donations.

Irwin has received 48 donations from those who list a Thousand Oaks address and 28 from addresses other than Thousand Oaks.

Of those 76 donations, 22 of them are from homemakers. School board member Tim Stephens and Planning Commissioner Daryl Reynolds have also donated to Irwin.

She has also received money from three executives of Macerich and five businesses from the Thousand Oaks Auto Mall—BuickGMC, Honda, Lexus, Silver Star A.G.,LTD and Silver Star Motor Company.

Glancy and Irwin will be updating their contribution information, while the other candidates must disclose their donations by Mon., Oct. 6.
