HOA laws will be discussed at library Marjorie Murray will speak on "Homeowners associations: Rights and governance for millions of Californians" from 7 to 8:30 p.m. Wed., April 23 at the Grant Brimhall/Thousand Oaks Library, 1401 E. Janss Road. She'll cover the laws that protect members of homeowners associations and what legislation is needed to protect people from abuses by HOAs. The program is free and open to the public.
