Mobile home parks may face zoning changes The Conejo Mobile Home Park, 1200 Newbury Road, and Elms Plaza Mobil Home Park, 1262 Newbury Road, are currently designated for commercial use. Feb. 1 will mark the expiration of a moratorium that bans closing, subdividing or converting the parks for some other use. The City Council put the moratorium in place in 2006 when owners of the Conejo Mobile Home Park announced they were considering sisted living facility for seniors. Two other mobile home parks in Thousand Oaks, The Crestview Trailer Park, 53 N. Conejo School Road, and the Twin Palms Mobile Home Park, 198 N. Skyline Drive, are also in areas designated commercial or industrial. They too could have been designated for residential use during the Oct. 22 planning commission meeting, but there is the possibility the area these parks are in could be affected by the Thousand Oaks Boulevard Specific Plan and the zoning requirements that go along with that plan. The Thousand Oaks Boulevard mixed-use buildings to be built along Thousand Oaks Boulevard. Those in charge of the plan have shared it with city officials, but copies of the draft haven't been made available to the public. During City Council meetings residents of the mobile home parks have expressed concern over where they are going to live if the mobile home parks in Thousand Oaks close. Many live in the parks because of the lower cost and claim they could not afford to relocate within the community.
