What's up with that?

THEY KNOW WHAT THEY'RE DOING- The bridge on the 23 Freeway above Janss Road is being built on a form several feet above the highway with rebar protruding. The bridge will be lowered into place and the rebar secured to the existing roadway. A bridge at current freeway levels is already in place over Tierra Rejada Road, north of Thousand Oaks.
