Board of Governors appointment procedure has council at odds Councilmembers Claudia Bill-de la Peña and Jacqui Irwin couldn't previously agree on who should fill a position on the Thousand Oaks Performing Arts Center Board of Governors, so the two finalists for the position were presented at the March 5 City Council meeting. The council voted 4-1 in favor of Thousand Oaks resident Bob Biery, with Bill-de la Peña dissenting. Bill-de la Peña had nominated Thomas Horan, who, she said, would be a new face on the board. Council members appeared impressed with Horan's resume and his desire to volunteer. Councilmember Dennis Gillette said he hoped Horan would be available to serve the community in the future. According to Horan's application, he's been a resident of Thousand Oaks for more than 20 years, a performer in academic jazz band organizations, a frequent attendee at live music and theater performances and a performing member of The Magic Castle in Hollywood. Horan has been a successful fundraiser for a number of nonprofit organizations. He serves on the boards of several community organizations. He has also served on technical/business advisory boards at universities and for the U.S. Department of Defense. The sales and marketing professional listed goals for the arts center that included building a stronger relationship with schools, businesses and patrons and reviewing arts offerings to make sure shows appeal to a broad segment of the community. Irwin nominated Bob Biery, who's served the city of Thousand Oaks in many capacities for a number of years, she said. He is currently the at-large Performing Arts Center Board of Governors' appointment. Biery retired as the city of Thousand Oaks finance officer and is the city of Westlake Village's finance officer. He is a past president of the Rotary Club and the California Society of Municipal Finance Officers.
