Expansion of the 23 Freeway may be obsolete before it's completed All the 23 Freeway commuters and residents of the alternate routes in Thousand Oaks (Lynn, Moorpark and Erbes roads, and Westlake Boulevard) seem to be anxiously awaiting the completion of the freeway widening project in 2010. The only condition that may keep the congestion from getting worse before that will be a slowdown in new home construction. However, much of the traffic on the 23 Freeway is from residents of Moorpark and Simi Valley, and the very, very large new home tracts north of these cities on Spring and Erringer roads, respectively, will more than likely restore or exceed the present congestion by the estimated completion date of the widening project or within a short time thereafter. This will be especially true if there are no associated improvements to the 23 or 101 Freeway interchanges.
