Former mayor remembered

HONORING CARROLL BOWEN––A greenbelt at the corner of Moorpark Road and Thousand Oaks Boulevard was dedicated last week by Mayor Pro Tem Dennis Gillette and Joan Bowen, widow of former Thousand Oaks Mayor Carroll Bowen, in honor of the efforts of Carroll Bowen to preserve open space and create bikeways and trails. During the ’60s Bowen supported the drive for cityhood. In 1970, he was elected to the city council. He served until 1978
