Two T.O. city employees capture awards

City Clerk Nancy Dillon of Thousand Oaks received the President’s Award of Distinction for Excellence in Government from the City Clerks Association of California. Dillon was presented her award at an annual CCAC conference.

Youth Services Coordinator Mina Layba was named Youth Advocate of the Year by the National Association of Women Business Owners, Ventura County. She was to have received her award at a recent luncheon at the Ronald Reagan Presidential Library.

"Here are two people who come in day after day and do their jobs with the utmost of their abilities and with dedication and who don’t ask for any recognition for it," said Scott Mitnick, interim city manager. "They will tell you they are just doing their job. The thing is, you will be hard-pressed to find any two other people who are more professional and dedicated to their tasks. Both of these professionals are true assets to our city and set an example for other employees. We are very proud to have them as part of city staff."

Dillon has been a city employee for 30-plus years. She authored the city’s employee Catastrophic Leave Program to encourage staff to donate personal vacation or comp time to co-workers who may have exhausted their sick leave or vacation accruals.

Layba has been with the Thousand Oak’s city manager’s office for more than six years and works with the city’s Youth Commission. She spearhearded the commission’s authoring and implementation of the Youth Master Plan.
