     Thousand Oaks Police arrested Kevin Bowers, 18, and a 17-year-old accomplice Dec. 17 for felony vandalism, conspiracy to commit burglary and committing a hate crime.

     Daniel Avila, who ran unsuccessfully for Thousand Oaks City Council last month, came before the council last week to apologize for his actions during the election, and later pleaded not guilty in Ventura County Superior Court on related misdemeanor charges.
